Response of the new version:
In the 'Project' menu, the 'Import' command has been replaced by the 'CODESYS Import' command.
What happens?
PLC project objects that were previously exported to an *.export file are no longer imported. The following message appears:
Some objects were skipped during the import because they cannot be inserted at the selected position...
When does this behaviour occur?
When using the 'Project>CODESYS Export' menu command to export objects and the 'Project>Import' menu command to import them, the objects are not imported into the PLC project.

PLC Designer V3.16 and higher
Short-term measures:
Instead of using the 'Import' command for the import, use the 'CODESYS Import' command.
As of PLC Designer V3.16, the 'Project>Import' menu command has been replaced by the 'CODESYS Import' command. However, the new command is not yet available in the 'Project' menu. To add the command, proceed as follows:
Open the 'Customize' dialog ('Tools>Customize' menu command).
Open the 'Project' folder in the 'Menu' tab and select the 'CODESYS Export' command.
Click <Add Command>.
Select the 'Objects' category in the 'Add Command' dialog.
Select the 'CODESYS Import' command and click <OK>.
Click <OK> to exit the Customize' dialog.
The 'CODESYS Import' command is now available in the 'Project' menu.
Evaluation/recommendations:
In the PLC Designer, the 'Import' command has been replaced by the 'CODESYS Import' command. The 'Project' menu still contains the old command which, when used, will lead to the above-described function restriction. Under 'Short-term measures', you are informed how to add the new 'CODESYS Import' command to the 'Project' menu.
