A PDO cannot be activated or deactivated.
 
When does the behaviour occur? 
An EtherCAT device with MDP (Modular Device Profile) is used.
An existing PDO ("Process Data" tab) is activated or deactivated.

PLC Designer (from V3.20.0)
 
Short-term measures:
If the PDO is not needed it can be deactivated via the expert settings.
